Rachel Qian, Ph.D.

Patent Agent


Rachel Qian, Ph.D., is a patent agent in Sterne Kessler’s Electronics Practice Group, where she assists in the preparation and prosecution of U.S. and foreign patent applications. Her technical areas of expertise include wireless communication standards, analog/digital circuits, radio frequency systems, software, semiconductor materials and devices, microelectronics fabrication techniques, optics, and nanotechnology.

Prior to joining Sterne Kessler, Rachel worked at an international law firm, where she drafted and prosecuted patent applications for world-leading clients in the wireless communication industry, software industry, and semiconductor industry. Prior to her legal career, Rachel was a scientist in a leading semiconductor company. In this role, Rachel performed product developments for wireless communication systems, including wireless communication circuits and devices.

In addition to having industry experience, Rachel has more than six years of research experience in microelectronics fabrication and characterization of semiconductor devices.

Rachel received her Ph.D. in Electrical Engineering & Computer Science from University of California, Irvine. Her doctoral research focused on developing semiconductor devices for silicon photonics. She designed and fabricated graded-index silicon waveguides by nanotechnology. Rachel received her master’s degree in Materials Engineering from Auburn University and her bachelor’s degree in Information Engineering from Nanjing University of Aeronautics & Astronautics.
